Bild newspaper revealed that Guirassy could leave Dortmund for a seemingly modest sum compared to the cost of strikers at this stage of football.
The 28-year-old has a release clause with Dortmund of just €70 million, a figure that Premier League clubs could easily pay next summer.
Guerassi attracted significant attention last season when he scored 30 goals for Stuttgart, leading the southern club to second place in the Bundesliga.
This season, in addition to his 13 Champions League goals, Guerassi has scored 15 more goals in the Bundesliga and is one of the players with the most goal contributions in the top five leagues (37 goals).
