According to the report, Vazquez has not recovered 100% and there is no intention to risk him.
On the other hand, Ancelotti does not see the need to include Vazquez in the starting lineup in light of his lack of readiness and facing the speed of City, while Fede Valverde can perform the role of right-back perfectly.
